The Honourable Bill Morneau, Minister of Finance did introduced On 19 October 2016, the  Bill C-27.  « Bill C-27 amends the Pension Benefits Standards Act, 1985 to provide a framework for the establishment, administration and supervision of target benefit plans. It also amends the Act to permit pension plan administrators to purchase immediate or deferred life annuities for former members or survivors so as to satisfy an obligation to provide pension benefits if the obligation arises from a defined benefit provision. »

November 16, 2016, Hassan Yussuff, President of the Canadian Labour Congress published « Bill C-27 invites employers and other plan sponsors to abandon their pension promises to employees and retirees, downloading virtually all plan risks brought on by market volatility from employers to workers and retirees,” Yussuff wrote to Morneau. “This is an unconscionable betrayal of the legal rights and protections of plan members. »
